Developmental editing attends to structure and argument—the big-picture elements of a piece of writing. In the developmental editing process, an editor might make suggestions about rearranging sections or paragraphs; inserting or tweaking section headings; and/or clarifying the overall argument and assessing whether the content supports the argument. A good developmental editor will help you figure out exactly what’s working in your text—and what’s not.

Yes, with your advisor/professor’s blessing. My services for students include editing, coaching, and in some circumstances, formatting for submission. Although working with a freelance editor/coach can never replace building working relationships with your faculty members, it can be helpful to have outside support, especially in situations where advisers are less available because of institutional moves and other changes.

Yes, as long as your institution or grant-giver permits you to use funds in this way. The Feral Freelancer is incorporated in the Commonwealth of Virginia and registered with the IRS. I can provide an itemized invoice either to you or to someone at your institution.
I am also happy to give you estimates so you can work them into your grant budget.
